Membership
Membership shall be open to retired SLED agents and support employees meeting the following conditions:
1. At least five years continuous service with SLED,
Special Note: Exception to the Five (5) year rule may be granted by the Executive Committee if the individual has made substantive contributions to SLED.

2. Must not have separated from SLED with any pending disciplinary action
3. Must adhere to all applicable standards of conduct for SLED employees
4. Must be current in payment of dues.

Ways to Pay Your Society/Foundation Membership Dues
Note: The Foundation is exempt from Federal Income tax under Internal Revenue Code (IRC) Section 501 ( c )(3). The Foundation $30 dues are tax deductible under (IRC) section 170.
Note that the consolidation of dues into one check ($54) has been eliminated due to a burden to split the deposit between the Society and the Foundation.
It is hoped this change does not cause anyone extreme inconvenience.
Option 1. Two Checks
Membership dues may be paid by issuing two checks, one for the Society in the amount of $24, another for the Foundation in the amount of $30. An individual’s canceled check for $30 made payable to the Foundation should serve as adequate payment to the non-profit fund. The two checks should be forwarded to the Treasurer at the following address:

Option 2. Deduction From Retirement Check
Recently enacted legislation allows for the membership dues for both the Society and the Foundation membership dues to be deducted from each retiree’s monthly checks. These dues will be deducted separately, $2/mo. for the Society; $2.50/mo. for the Foundation (12x$2=$24; 12x2.50=$30). In as much as the two deductions will be clearly identified on each member’s retirement checks, this may be used to support an individual tax deduction, but each should contact his/her tax preparer or consultant to ensure this is an authorized tax deduction for the appropriate.
Members choosing to have his/her membership dues for both the Society and the Foundation deducted in this manner must complete an authorization form required by the SC Public Employees Benefits Authority (PEBA). The form can be downloaded for printing/completion from socxsled.org. Once completed, the form must be submitted to the Treasurer as set forth in option 1, above. The Treasurer will forward the completed authorization form to SCPEBA.
Constitution and Bylaws
ARTICLE I: NAME & PURPOSE
Section A: Name – The
name of this organization shall be the Society of Former Employees of
the State Law Enforcement Division (SLED).
Section B: Purpose –
The purpose of this organization shall be:
To promote fellowship and
goodwill among former and/or retired
SLED employees,
To organize, promote or host
social activities such as lunch meetings, shooting, golf, or travel,
To support or assist with SLED
award ceremonies,
To support or assist with SLED
employee recognition upon retirement,
To assist the members of the
law enforcement community in need of emergency assistance,
To preserve and perpetuate the
history of the South Carolina Law Enforcement Division,
To provide scholarship
assistance for members,
To provide non-partisan
support for and assistance to the South Carolina Law Enforcement
Division.
ARTICLE II: MEMBERSHIP AND
DUES
Section A: Eligibility -
Membership shall be open to former and/or
retired SLED agents and support employees meeting the
following conditions:

service with SLED,
The reason for separating from
SLED did not involve any disciplinary action received or pending at
termination,
Must adhere to all applicable
standards of conduct for SLED employees,
Must be current in payment of
dues.
Section B:
EXCEPTIONS
The Executive
Committee may authorize membership to former SLED employees, who are
ineligible due to length of service or retired status, in recognition
of substantive contributions to SLED.
Section C: Dues – Dues
shall be set by the Executive Committee.
ARTICLE III: OFFICERS
Section A: Officers –
The officers shall be a President, Vice-President, Secretary, and
Treasurer.
Section B: Eligibility –
Officers must be members in good standing and current in payment of
dues.
Section C: Election –
Nominations for officers will be accepted from the floor during the
last meeting of the year in which the officer’s terms expire.
The officers shall be elected by ballot by a majority of the vote
cast for that office.
Section D: Term – The
officers shall serve for two years and their term of office shall
begin upon election.
Section E: Vacancy – If
a vacancy occurs in the office of President, the Vice-President shall
assume the office for the remainder of the term and vacancies in any
other office shall be filled by a special election.
ARTICLE IV: DUTIES OF
OFFICERS
Section A: President –
it shall be the duty of the President to:
Preside at meetings,
Vote only in case of a tie,
Represent the organization or
designate a member to represent the organization for a specific
purpose,
Appoint committee chairpersons
subject to the approval of the Executive Committee,
Serve as an ex-officio member
of all committees except the nominating committee,
Perform such other duties as
ordinarily pertain to this office.
The immediate past President
shall serve as Ex-officio to the Executive Committee for a period of
one year.
Section B: Vice-President –
It shall be the duty of the Vice-President to:
Preside in the absence of the
President,
Serve as chairperson of the
Program Committee,
Assume the position of
President if such a vacancy should occur.
Section C: Secretary –
It shall be the duty of the Secretary to:
Record the minutes of all
meetings,
Keep a file of the
organization’s records,
Maintain a current roster of
membership,
Issue notices of meetings and
conduct the general correspondence.
Section D: Treasurer –
It shall be the duty of the Treasurer to:
Receive all funds and process
Requests for Payment, Deposit Slips, and Officer Signature Forms,
Keep an itemized account of all
receipts and expenditures and make reports as directed.
ARTICLE V: MEETINGS
Section A: Regular meetings
shall be held quarterly, provided the Executive Committee may
authorize meetings rescheduled due to inclement weather or other
extenuating circumstances.
Section B: Special meetings
may be called by the President with the approval of the Executive
Committee.
Section C: Quorum – A
quorum shall consist of a simple majority (1/2 plus one) of the
membership. A quorum is necessary to conduct Society business, but
not for scheduled social activities.
Section D: Robert’s
Rules of Order shall govern this organization in all cases to which
they are applicable and in which they are not inconsistent with these
bylaws.
ARTICLE VI: EXECUTIVE
COMMITTEE
Section A: Responsibility –
Management of this organization shall be vested in an Executive
Committee responsible to the entire membership to uphold these
bylaws.
Section B: Membership –
This committee shall consist of the officers as listed in Article
III.
Section C: Meetings –
This committee shall meet upon call of at least two Executive
Committee members to organize and plan future activities.
ARTICLE VII: SLED LIAISON
Section A: Selection –
there shall be a regular SLED employee who shall be selected each
year by the chief of SLED.
Section B: Duties – The
responsibilities of the SLED liaison shall be to:
Maintain an awareness of the
activities and programs sponsored by the organization,
Meet on a regular basis with
the Executive Committee to discuss upcoming meetings, long range
plans, goals,
Attend regular meetings,
executive board meetings as often as schedule allows,
Assist in the orientation of
new officers,
Explain and clarify SLED policy
and procedures that might affect the organization.
ARTICLE VIII: COMMITTEES
Section A: Activities Committee
– A committee composed of the Vice-President as chairperson and
four other members shall be appointed by the President, whose duty
shall be to plan the activities of the organization.
Section B: Membership
Committee – A committee composed of the Secretary as
chairperson and three other members shall be appointed by the
President, whose duty shall be to recruit new members, review the
membership eligibility of prospective and current members, and report
findings to the Executive Committee for appropriate action.
Section C: Finance
Committee – A committee composed of a chairperson and two
members shall be appointed by the President, whose duty shall be to
provide oversight of the organization’s fiscal management, and
report findings and recommendations to the Executive Committee. The
committee will review procedures for the receipt and disbursement of
funds, conduct an annual, limited review and sampling of receipts and
disbursements, and review membership accounts. The President may also
appoint a Certified Public Accountant, or other subject matter
expert, as a volunteer, non-voting member of the committee.
Section D: Special Committees
– The President shall have the authority to appoint any special
committees, with the approval of the Executive Committee, from time
to time as need demands.
ARTICLE IX: AFFILIATED ENTITY
The Executive Committee may
authorize this organization to adopt, establish, or otherwise
associate with another entity either as a component of this
organization or as a separate organization, as determined in the best
interest of this organization. The affiliated entity will be
authorized pursuant to 501 (c) 3 of the I.R.S. regulations, and
considered a foundation for donations.
ARTICLE X: AMENDMENTS
These bylaws may be amended by a
two-thirds (2/3) majority vote of the membership following advance
notice by email of the proposed amendment at least five days before
the meeting.
